The Federal Emergency Management Agency (FEMA) was created upon the merger of multiple federal disaster agencies in 1979. FEMA's original mission was to respond to natural disasters and other environmental hazards. Post 9/11, FEMA was merged under the auspices of the Department of Homeland Security (DHS) and, as a result, response to potential terror attacks now dominates its outlook and mission.
Considering FEMA's well documented struggles responding to natural disasters, combined with its post 9/11 focus on response to terrorism, is FEMA best suited (organizationally) within the Department of Homeland Security (DHS)? Why or why not? Where else could or should FEMA be organized to better accomplish its primary mission?
