Since the Communists, Fascists and Nazi's all had one type of government that infamous and outrageously cruel concerning basic human rights, I would say 2) A one-party system that denied basic human rights.

And considering the events occurring in the 1930's that led to the beginning of world war 2, none of the other options made any sense.

So 2 is my final answer!
