96% of the U.S. states are included because if you do 48/50 you get 96%, since each state is 2%, and 48 x 2 = 96. if you dad the other 2 states which is Hawaii and Alaska, to the continental states, you would get 100%

The United States of America are composed of 52 confederate states, 50 of which are on the continental part of the United States, and 2 being separated from this part, those two being Alaska and Hawaii.

To get to the percentage we have to multiple the number of states in the continental part (50) by 100, and than divide the result with the total number of states (52).

50 x 100 = 5,000

5,000 / 52 = 96.15
