Remark
The circumference of a circle is 2*pi*r. The angle the radius will move through is 360 degrees if the radius swings away from it's starting point and goes around the circle until it winds up back at its starting point. If it only goes part of the way, (in this case 165 degrees), then the circumference formula has to be modified.

Formula
Arc Length = (given central Angle/ 360) * 2 * pi * r  is the partial distance around the circle.

Sub and solve
Arc length = (165/360)  * 2* pi * r
Arc length = (165/360) * 2 * pi * 3
Arc length = 11/24 * 6 * pi
Arc length = 66/24 * pi What you do from here depends on what you have been given. This is one answer.

Another is 8.64 using 3.14 for pi. Please list your choices if there are any. If it is your custom to give out Brainliests, give it to the other responder. I forgot the 2 and had to edit it.
