The fact that many students with very low-incidence disabilities have iep goals that focus on achieving adult independence and community presence is one reason that students with low-incidence disabilities have relatively low participation rates in the general education classroom.
Other reason is that they participate in a functional curriculum that includes direct instruction on targets such as daily living, vocational skills, and self-determination.
