To find the annual rate of chnge, we have to use the following formula

[tex] \frac{P(2010)-P(2000)}{2010-2000} [/tex]

P(2010) represents the population in the year 2010 and P(2000) represents the population in the year 2000 .

Substituting the values, we will get

[tex] \frac{310-280}{2010-2000} = \frac{30}{10} = 3 \ million \ per \ year [/tex]
