The colonies of the United States did not want to have a strong centralized government, because they did not want the government to become a tyranny. The leaders of the colonies did not agree on giving much power to the national government because they thought that the power accession would lead to the recolonization of the newly freed American territories.
Hence, the Articles of Confederation did not provide the national government with sufficient authority to implement their laws. therefore in lack of proper authority, the national government (made under the Articles of Confederation) saw its decline.
