The executive branch of the federal government would provide and interpretation and enforce the law.

The judicial branch of the federal government would provide an interpretation and enforce the law.

There was no one in the federal government to provide and interpretation of the law.

The federal legislature would debate the law,clarify the interpretation,and enforce the law.
