That is an example of lobbying. Lobbying is a communication tool which purpose is to push and influence the political force to prevail the interests of a group of people for the great and good of another group of people. The people that use this technique (Lobby) aren’t usually part of politics but they always look for the complicity of influential political parties in order to get what they want.
