Hello.

That means a Government that was just managed by men, they took care of everything and did not allow girls to have rights within the Government. With that case, girls then decided to take action by protesting and many other actions to make it equal rights.

The idea is that the people running the government are no better than the citizens of the country. Everyone is human and therefore even the government can make mistakes. It's up to the people to hold the government accountable and not put all their faith in a single leader.
