HELP!!!!! 50 POINTS!!!!

A group of city residents would like a new park in their neighborhood. They submit a signed petition to city hall. The city agrees that a park should be built, and a city planner identifies a suitable location for the park. The location, however, is an overgrown lot abandoned by its owner.
