HITECH act was part of the the American Recovery and Reinvestment Act of 2009 introduced during the Obama administration. It was passed during the presidency of  Barack Obama on 17th February 2009.

It was created to expand and promote the adoption of information technology in healthcare, especially the use of electronic health records (EHRs) by the healthcare providers.

It also removed the various loopholes in HIPAA 1996 and ensured that all the entities complying with HIPAA rules and the affected individuals were sent notification when their health information was compromised. Tougher penalties were also introduced for the organisation not complying with the HIPPA.
