Federalist no. 70 is an essay wrote by Alexander Hamilton arguing the unitary executive provided for in the United States Constitution. It was entitled as "The executive department further considered". In your statement about a certain line or series of sentences in that essay, it implies the ingredients or the standard or the elements that should be present in an Executive sense of government and how long or far would it last to coincide with other type of government.
