I don't understand how to label my problems correctly. Can someone help me understand it better?

I do know the answer in the plug in go's with the label, but I am confused on what part of the problem the label is, considering that I didn't set up the problem wrong.
(If the image doesn't show the diameter of the cylinder is 10 ft, and the height is 21 ft.)
