The Farm Bill includes commodity support programs that should help to keep the prices of commodities (e.g. corn, wheat) between a certain rage of prices. The government basically tries to impose a price floor and ceiling to keep the food prices under control. One of the support programs grants farm bill payments for actually not growing all your farmland.
It is a little bit more complicated than simply saying farmers receive money for not doing anything. There is an economic and social reason behind, and besides not all agricultural products are included. For example, California's agricultural production is worth more money than any other state's production, but since it includes grapes, almonds, and other non-essential crops, very few subsidies are distributed there. On the other hand, corn, wheat and soybean producers receive the largest portion of subsidies. Only five products are entitled to subsidies: corn, soybeans, wheat, cotton, and rice.
