I'm not sure why the word translates differently but i can tell you that C'est is more general meaning it could be anyone. Il est indicates that its a specific man.

if you're using google translate to translate i recommend using a better translator . A better one i use is wordrefrence it only does one word at a time but it's a lot more accurate than google translate.
