According to countless methods which different authors use in poetry, I am pretty sure that the main point that is as important as content in any poem is b. figurative language (which means that author contributes with his own style of writing so that you can identify him from the others). You may think that the right answer is sound, but do not forget about many types of blank verse, especially those when it is really difficult to read not only because there is no rhyme. 

In poetry apart, from content, the thing which is equally important is figurative language. Hence, Option B is correct.

What is figurative language?

Words or phrases that are used in a poem have a meaning but are not literally true. Such kinds of words or phrases are known as figurative language. There are various types of figurative language.

Some of them are Personification, onomatopoeia, Hyperbole, Alliteration, Metaphor, and many more. For better understanding, some examples of the Metaphor can be taken.

They are The warrior has a heart of stone, Chaos is a friend of the legislator and many more. Here in the first sentence, the word stone is just used as a  figurative language for the heart. Basically, figurative language is something that makes virtue and the readers or listeners understand something.

Thus, Option B is correct.
