It is the purpose of this act

(1) to provide a clear and national mandate for the elimination of discrimination against individuals with disabilities
The above section of the Americans with Disabilities Act

a. explains who is responsible for enforcing the act

b. gives the federal government responsibility for enforcing the act

c. provides the constitutional basis for the act

d. states the primary purpose of the act
