President Snow delievered a speech in Mockingjay addressing to audience of Panem and reminding them of the cost their rebellion might cause them. His speech consist of an appeal to emotion of fear as well as an appeal to his credibility because of his tyrannical rules. The appeal that lacked in his speech was an appeal to logos. His speech lacked logic as it was delivered to appeal more to the emotion of fear to his audience.
The reason his speech lacked an appeal to logic was because he wanted to inculcate a sense of fear in his audience. If we observe his speech, he intended to bring a sense of fear of death or loss of loved one.
Sentences such as 'Possessing them will be considered treason', 'Punishable by death', etc. all serves to put his audience to fear him. So that they may not trespass the rules of Panem.
The effect this speech have on his audience was they did not even of rebelling against him or the rules of Panem. If his speech would have included logic, the audience would have been stand against him in rebellion. He wanted to inculcate fear in the hearts of his audience because he witnessed that Katniss's behavior in 'The Hunger Games' had brought a seed of rebellion in people. Logically Katniss was the winner of 'The Hunger Games' but that also created rebellion in people for their government.
So, this is why an appeal to logic is deliberately left out in President Snow's speech.
