There are different roles of the presidency. To become leaders of the executive bureaucracy, cabinet members are approved by the Senate.
Appointments by the president?
The heads of departments are known to be appointed by the president and they are later confirmed by the Senate. They are known to be also members of the Cabinet.
The acting department heads are often present at the Cabinet meetings even if they have not been officially nominated for Senate confirmation.
