Germany's resumption of submarine attacks on passenger and merchant ships in 1917 became the primary motivation behind Wilson's decision to lead the United States into World War I.
There was a series of attacks on US naval ships/submarines. Wilson in turn declared war defying his promise to not engage in the war. Yellow journalism became prominent after this to gain public support in the US.
