United States President Abraham Lincoln initiated the period known as teh Reconstruction in the southern states, which was continued by ist successor Andrew Johnson. At the end of the Civil War, Lincoln wanted the union of the country and that is why he gave the southern states leeway to do reconstruction at their own pace. This, of course, upset Radical Republicans in Congress who demanded harsher punishment to the Confederate states for the damage they caused during the war.
