Distance cover by cruise ship = 80 km

So,

Distance cover by submarine also 80 km

So,

Time taken by submarine = 5 + 3

Time taken by submarine = 8 km

Average speed of submarine = 80 / 8

Average speed of submarine = 10 km/h
