The United States' policy of creating a reservation for the Native American population was established by the Ulysses S. Grant's administration in the late 1860s as a solution to the "Native American problem" of growing conflicts between settlers and Native American tribes in the western United States.
The relationship between the settlers and the indigenous population had deteriorated when the settlers settled on the hunting grounds of the Indian tribes and took over natural resources that they had previously used.
Grant pursued an alleged "peace policy" as a possible solution to the conflict. It included, among other things, the relocation of various tribes from their homes of origin to lands that were established specifically to be settled by them.
It also involved a change of government representatives against religious men nominated by the churches, to oversee the Indian bureaus on the reservation and to teach Christianity to the tribes. The Quakers were especially active in this policy. The ultimate goal was to prepare the tribes for US citizenship.
The agreements sometimes included that the federal government annually gave a tribe a certain amount of goods. However, the implementation of the policy was uneven, and in many cases this was not delivered.
