The people in China and India are learning English in order to bring growth of business, job and trade opportunities with companies or consumers in English language countries.

One barrier to the diffusion of English throughout China is the government control. In China, people get education in their Chinese language instead of English.

The reason of differences in the percentage of English speakers in the Netherlands compared with the percentage in China is the presence of their mother tongue as well as geography. In Netherlands, people speak english due to their own language while on the other hand, in china people speak chinese because it is their national language so less people speak english.
