Tomás Cipriano de Mosquera and Gabriel García Moreno were reformers.
Tomas Cipriano de Mosquera (1798-18787) was a prominent Colombian military statesman who served as president four times during the evolution of New Granada to the Republic of Colombia between the years 1845, and 1849, 1861 and 1863; and 1862 and 1864 and 1866 to 1867.
Tomás Cipriano de Mosquera is one of the most important presidents that Colombia has had due to his reformist will that promoted revolutionary events such as:
- Carrying out the first national census of the country
- The introduction of the metric system
- The promotion of steam navigation on the Magdalena River (the most important in the country)
- Authorize the export through the port of Barranquilla since 1849
- Construction of the National Capitol of Colombia (Presidential House)
On the other hand, Gabriel García Moreno (1821-1875) was a prominent Eucatorian statesman who stands out for holding the position of President of the Republic of Ecuador from 1860 - 1865
Many of his actions represented a radical change in the governmental and social system that he had inherited from the colony. Of his initiatives, the following stand out:
- He called for the elimination of the tribute to the Indians.
- He defended the sovereignty of his country against invasions and attempts to divide Ecuadorian territory by the Peruvian and Colombian governments of the time.
- He fought against dictatorial militarism that struggled to come to power by force of arms.
- Under his government, he carried out cultural, scientific, and educational works such as the founding of the Ecuadorian Academy of the Language, the National Polytechnic School, and the Astronomical Observatory of Quito.
- He established the legal, economic, administrative, technical, and educational bases, in addition to forging the national identity and giving international personality to Ecuador.
In accordance with the above, these two former Latin American presidents made radical changes in their countries and set a precedent for major reforms for the establishment of the republics of Colombia and Ecuador.
