10) the circled section is saying that if the poet (Minimus) had a baby (piglet), they would want its first squeals to be "comrade napoleon."

11) it is repeated because the poet is worshipping napoleon. Throughout the poem, they attribute all of the other animals' work to napoleon as humans do to gods. So, they are repeating the name in the worship of their "comrade" (god) napoleon
