What did President Rhee mean by this statement? He believed a war with the Soviet Union was about to occur. He was willing to risk war with North Korea to protect democracy. He believed the Cold War would eventually result in a shooting war. A shooting war is never justified, even to protect democracy.

Both America and Soviet union are the 2 super powers of the world so president Rhee wasn't risking going to war with the Soviets because America and the Soviet would both be destroyed. So what The president meant is that he wasn't going to risk the safety of America to help another country gain democracy. and what he meant by a shooting war is a direct war. an indirect war would be helping North Korea fight South Korea but not directly with the soviet union.
