It is fair that the United Nations Security Council has the most power in the U.N. even if Micronesia is not a member of the Council because membership rotates every two years.
The UNSC is mandated to provide international peace and to do that, they need more powers. It is therefore fair for them to be as powerful as they are.
It is also fair because the members of this council are not all permanent and 10 of them are changed every 2 years to allow other nations to be a part of decisions regarding world peace.
