Three degrees of organisational culture were developed by Schein. The items are first located at the pyramid's summit. The values level is located in the centre of his cultural pyramid, directly beneath the tip of the iceberg.

The bottom of the pyramid, which Schein refers to as "underlying assumptions," is the level that is the most challenging to comprehend. The values and artefacts levels are built on top of these fundamental presumptions. They require effort and time to completely comprehend and involve ideas, convictions, and perceptions that shape culture.
