The Mayflower Compact was a collection of self-government laws created by the English immigrants who sailed to the New World on the Mayflower. When the Pilgrims and other settlers set sail for America in 1620, they planned to anchor in northern part.

However, after their ship was forced off course by dangerous shoals and storms, the settlers landed in Massachusetts, near Cape Cod, outside of  jurisdiction.

Knowing that living without laws may be disastrous, colonist leaders drafted the Mayflower Compact to safeguard the survival of a functioning social order.
