The halogens Cl₂, Br₂ and I₂ can be arranged in order of their increasing oxidizing strength.

Oxidizing power or strength is the ability to gain electrons. In case of chemistry, oxidation involves the loss of electrons. Thus, oxidizing agents are chemicals that have the ability to cause electron loss in the chemical compounds they react with. The elements in-group 7 of periodic table are often referred as “halogens”.  When they form ions, they tend to gain an electron and form negative ions.

The correct order of increasing oxidizing strength of Cl₂, Br₂ and I₂ is-

                                             I₂ < Br₂ < Cl₂

Therefore, the correct order of increasing oxidizing strength of ReCl₆, ReBr₅ and ReI₄ is-

                                        ReI₄ <  ReBr₅ <  ReCl₆        

Halogens are all non-metals and their reactivity down the group decreases because the atomic radius increases in size with an increase of electronic energy level. So, when halogens react with any other compound such as Re (Rhenium), the oxidizing strength of that compound decreases just as the oxidizing property of the halogen compounds decrease and vice versa.
