The 2 things which development team do during the first sprint are that Deliver an increment of potentially releasable software and second  Develop and deliver at least one piece of functionality.

Each Sprint starts with a meeting between the Product Owner, Scrum Team, and Scrum Master to plan the work for that Sprint. Priorities first! Everyone looks at the Product Backlog as the Product Owner discusses the objectives and context of each item.

A potentially releasable Increment of a "Done" product is delivered by the development team at the conclusion of each sprint. They operate on their own. Nobody (not even the Scrum Master) instructs the Development Team on how to convert the Product Backlog into Increments of possibly release-ready functionality.
