The Government of Canada proposed a First Nations policy in the White Paper of 1969, which was formally titled Statement of the Government of Canada on Indian Policy. The document was released in 1969 by Prime Minister Pierre Trudeau and his Minister of Indian Affairs, Jean Chrétien. The Indian Act and all other existing treaties in Canada, which together make up Canadian Aboriginal law, were among the laws that the White Paper intended to abolish. First Nations were to be assimilated as an ethnic group on par with other Canadian citizens. The White Paper sparked intense opposition and agitation, which led to the proposal's official withdrawal in 1970.
In the White Paper, legislation to revoke Indian status was recommended. Instead of being viewed as state wards, native people would be given full citizenship rights. The reserve status would be eliminated, First Nations Peoples would be fully integrated into provincial government duties as equal Canadian citizens, and rules governing private property would be implemented in indigenous communities. Any preferential programmes or considerations that First Nations people had received under earlier legislation would end. The government held the opinion that these unique considerations served to distinguish Canadian Indians from other citizens.
