Patients suffering from respiratory issues like asthma, emphysema have low levels of oxygen in their lungs to making it difficult for them to breathe. The medical devices used to treat these deliver oxygen with higher partial pressure to help in the easy movement of oxygen to its  lower concentration in lungs.

This is also according to Dalton law of pressure that states that the movement of gases is always from higher concentration to low concentration.
