A problem that did not lead to the the Constitutional Convention was that The U.S. government was oppressing its citizens.
In May 1787, delegates from every state—aside from Rhode Island—met in Philadelphia, Pennsylvania, for a convention. The Articles of Confederation were to be abandoned in favor of a new constitution, it was agreed at this gathering, which became known as the Constitutional Convention.
The convention was called because the confederation made the government so weak that It was unable to gather money on its own and was powerless to stop states from violating citizens' rights and liberties.
The Convention was not called to address any maltreatment by the federal government, and given the foregoing, it is clear that the federal government lacked the authority to abuse its inhabitants.
