For the chest to rise, repeat the head-tilt, chin-lift maneuver at first place , and then give the second breath.
If the chest does not rise with the initial rescue breath, It is advised to lift the head before performing the second breath. If the second breath is also not capable to rise the chest it means that the person may be choking.
So, during each procedure of chest compressions and before attempting to give breaths look for anything that is choking and remove it from the body part and continue giving CPR. CPR can be given in combination with rescue breath.
