The overarching social problem the clueless narrator addressed in "A Modest Proposal" is the problem of poverty that was faced by people of Ireland. Being of a very analytical frame of mind, the narrator breaks poverty down into a number of other problems and he argues, problem of poverty will be solved if the poor will produce babies and sell them for food.
