Neutrality helped in the sense that the United states did not want to involve themselves in foreign wars.
The united states wanted to stay as far away from wars that did not involve their country. Even though the constitution specifically grants the President the powers to sign treaties with other nations, it does not give them permission to declare neutrality. President Washington put in place neutrality since he thought it was the best decision for the developments in Europe.
When France and Great Britain were at war, politicians wanted the United States to side with one of these European powers but Washington did not think the war was the answer and if he supported any country it would weaken the country and put it in danger. Washington went ahead to ban warships from entering U.S. ports.
