When Paine says "summer soldier and the sunshine patriot," he was actually  talking about those (men) who would serve their country when the war is easy and the odds look good. Since he believed that soldiers should focus on the goal regardless how hard it is to reach, he was attacking these men who supports the country when it is convenient.
 So, the answer would be letter B.
