Hello! This is just my personal opinion, but I think it means this...
The stated quote means that there are no boundaries people can place on your imagination and creativity. Which is absolutely true, because there are no laws prohibiting the state of your own mind, or people who can physically stop your thoughts from occurring. One's own mind is their own to control, no one else's.
