The sailboat is the stand-on vessel so the sailboat operator should keep their course. The motorized PWC is the stand down or give-way vessel. So the sailboat should stay in course unless the PWC refuses to give way to the sailboat. This is in the condition that the sailboat is under sail power and not in engine power. On a head-to-head collision, both vessels should pass port to port.
The motorized PWC is the one that must yield.
Therefore, the sailboat must continue in its course unless the PWC refuses to yield to the sailboat.
