All of the above. Because Ussr and Usa was pretty much dividing the world into 2 during cold war, they even got to middle east. Some believe that's how the weapons got to Isis, from usa during cold war, because they would supply anyone to fight russians (even if that might backfire them), which also exactly what the russians did.
