Biology isn't my strong suit, but the reasonable answer to me would be C. If you are building a wind farm, you'd want a place where the wind constantly blows so you could harbor the wind and turn it into energy. A doesn't affect how the wind turbines turn. B would probably destroy the wind farm. D doesn't really directly affect how the wind blows.
