Thor isn't actually in conflict with his hammer. He's in conflict with himself. He's arrogant and cocky. He isn't making decisions based on what's best for his people. Instead, he just wants to go adventuring with his friends. He has to learn to be a better person before he is worthy of the hammer. This is an internal struggle that he has with himself. It's also very fitting for a man of his age and stage in life. It's part of growing up.
