Components of worker GDP are primarily hours worked and productivity. If A declining population is to have GDP growth the populations productive and/or hours worked must increase faster than the decline in working population. Production can be increased by offering better incentives to work longer hours, or technological advancements can make workers more efficient like electricity in the 1920s, internal combustion engine of the 1940s and computers on the 1990s.
