The concept of 'othering', a common mechanism used by members of the 'in-group' whereby outsiders are often categorised as having negative traits, in this case rising crime, and ultimately are seen as one large group of others, rather than a individual groups. This is known as the out group homogeneity effect, as clearly the others are not regarded with enough respect to have individual characteristics.
