C) The Soviet Union was not a participant at the Washington Conference of 1921. This was a military conference, with nine countries attending which were: the United States,Japan, China, Great Britain, Belgium, France, Netherlands and Portugal. The conference was in regards to interests in the Pacific Ocean and East Asia.
