Assuming that this is referring to the same list of options that was posted before with this question, the correct response would be "higher than whites" throughout most of American history, since African Americans were placed at a great disadvantage due to slavery.

It is sad to know that until nowadays the racism is still happening in the millennium.

We are aware that the level of inequality is less than 400 years ago when the blacks were slaves, but it is important to know the slow progress that humans take in order to realize that skin color should be something without importance.
