The U.S. Equal Employment Opportunity Commission enforces laws that prohibit discrimination in the workplace and during the interview process. This commission was created after the Civil Rights Act of 1964. According to this act, employers cannot discriminate based on race, color, nationality, gender, or religion. As you can see, this act doesn't cover the issue of age discrimination.
The Age Discrimination in Employment Act of 1967 protects those that are 40 years or older. The law covers all of the employment process: hiring, pay, promotions, layoff or firing. If Edwina meets every requirement of the job, her age cannot be a factor in her hiring decision according to the Age Discrimination in Employment Act
